1.什么是EAC认证？

EAC认证是海关联盟国家的认证。海关联盟是由俄罗斯主导的一个经济集团，包括俄罗斯、白罗斯（原名“白俄罗斯”）、哈萨克斯坦三国。2015年EAC认证开始强制，获得EAC认证的产品可以直接在这三国进口和销售。因认证标志为英文字母EAC，所以称为EAC认证。EAC认证的中国称呼不统一。因为海关联盟三国简称CU-TR，因为EAC认证也称为“海关联盟”认证、CU-TR认证, 实际都是同一种认证。

法规适用范围：

In accordance with the TR CU 008/2011 the following products apply for the certification:

Decorations for Christmas trees, artificial trees and fairy lights;

Model of non-collection for children in the age up to 14 years;

Playground equipment for children;

Sports equipment, including submarine

Folk dolls and decorative, not intended for children up to age 14 years

Thurs automatic devices

Game ?Brain head? containing more than 500 details

Jewelery for children etc.

The Technical Regulations of the Customs Union establish the requirements for toys in order to protect the lives and health of children and persons looking after them, as well as preventing actions that deceive the purchasers (consumers) of toys regarding their purpose and safety.

2.为什么要办理EAC认证？

成立海关联盟以前俄白哈三国都有各自立的认证制度，因为他们认证都由各国的国家标准局管理，俄语简称GOST，所以EAC认证的前身是各国的GOST认证，俄罗斯叫GOST-R认证（R代表Russia），白罗斯叫GOST-B认证（B代表Belarus），哈萨克斯坦叫GOST-K认证（K代表Kazakhstan）。三国统一认证为EAC之后，因为管制的产品太多，认证需求变得很大，所以EAC认证是所有进入俄罗斯及周边市场的企业要面对的认证，企业要了解。

3.EAC认证要求资料：

1）申请表，说明书或操作手册，照片（产品照片，内包装，外包装）， ISO9001证书，其他证书如CE或其他玩具证和报告；

2）海关联盟境内申请公司-（海关联盟代表公司信息-进口商企业法人营业执照（Огрн）,公司详细信息（名称、法定地址、总经理、电话，传真、邮件），贸易合同和商业发票）

4.EAC认证类型：

1）EAC合格证书， EAC合格证书由海关联盟统一认证注册的认证机构和检测实验室签发合格证书，该证书国内工厂都可以申请。EAC合格证书有效期分单批次、1/2/3/4/5年。单批次EAC合格证书需要送样到国外测试；1年、2年、3年、4年和5年有效期的证书都要国外机构来工厂审核和样品到国外测试。

2）EAC符合性认证，只需提供文件即可发证，无需样品测试和工厂检查，但认证申请人为海关联盟的企业，作为产品的质量担保公司。目前国内绝大部分所谓的EAC认证指的就是这种。这个证书也能清关，价格合理周期快。

因为目前90%以上的产品都可以申请EAC符合性认证，所以目前大部分进入俄罗斯等国的产品都可以免测试和验厂而获得认证。
